The appeals against the orders of a state government can also be filed before the national commission.If the aggrieved party is not satisfied with the judgement of the state commission, then they can file an appeal to National Commission within 30 days by depositing 35000 or 50% of the penalty amount whichever is less.

The National Commission consists of a President and at least 4 other members, one of whom should be a woman.The President  are appointed by the central government, after the consultation with the Chief Justice of India.
